MSCA-GLOPOL: A new initiative to strengthen international cooperation in Marie Skłodowska-Curie Actions

Enhancing institutional collaboration across continents

We are pleased to announce the launch of MSCA-GLOPOL (MSCA Global Cooperation: Policy Enhancement and Strategic Promotion), a new 36-month project funded by the European Union under Horizon Europe. Running from June 2025 to May 2028, this initiative brings together PRACSIS and the Marie Curie Alumni Association (MCAA) to enhance international collaboration in Marie Skłodowska-Curie Actions (MSCA) between the EU and 20 countries and 6 strategic regions.

What MSCA-GLOPOL offers

MSCA-GLOPOL focuses on three interconnected areas to enhance international cooperation in MSCA:

Policy insights: Tracking progress and opportunities
We will monitor trends in institutional participation in MSCA calls and analyse cooperation dynamics in bilateral and bi-regional partnerships. Through comprehensive qualitative and quantitative assessments, we will provide regular policy briefs and country updates to support strategic decision-making. These insights will help align cooperation mechanisms with shared R&I priorities and strengthen policy dialogues.

Strategic promotion: Coordinating local efforts
By establishing Coordinated MSCA Promotion Groups in each target geography, we will bring together National Contact Points, EURAXESS Worldwide offices, EU Delegations, MCAA chapters, and other key stakeholders. This coordinated approach will ensure research institutions receive consistent, high-quality information about MSCA opportunities. We will organise regional flagship events, training sessions, and best-practice forums to support institutional capacity-building.

Building synergies: Connecting EU initiatives
MSCA operates within a broader ecosystem of EU research and innovation programmes. We will actively identify complementarities with other Horizon Europe actions, Erasmus+, and regional cooperation initiatives. By creating strategic linkages and fostering dialogue between different programmes, we aim to maximise the collective impact of EU funding for institutions.

Our approach: Local expertise, global coordination

At the heart of MSCA-GLOPOL are 16 Regional Liaison Officers (RLOs) positioned across our target geographies: Algeria, Argentina, Australia, Brazil, Canada, Chile, China, Egypt, India, Japan, Jordan, Korea, Mexico, Morocco, New Zealand, South Africa, Switzerland, Tunisia, Ukraine, and the United States, as well as the African Union, ASEAN, Eastern Partnership, Latin America & Caribbean, Mediterranean, and Western Balkans regions.

These local experts possess deep knowledge of their national and regional research landscapes. They will engage directly with research institutions, funding organisations, and policymakers to gather insights through surveys and focus groups, map key stakeholders and cooperation mechanisms, facilitate coordination between local MSCA information networks, and support the development of tailored promotional strategies.

Complementing this local presence, the Marie Curie Alumni Association brings its global network of over 22,000 MSCA alumni and established chapters in most of the targeted regions. With deep policy expertise and direct connections to the MSCA community worldwide, MCAA strengthens the project’s ability to facilitate people-to-people dialogues and gather meaningful insights from those who know MSCA from experience.

Who we work with

Research institutions
We support universities, research centres, and other academic and non-academic organisations in understanding MSCA opportunities, strengthening international partnerships, and connecting with complementary institutions across regions.

Funding bodies
We work with national research councils and funding organisations to develop coherent strategies for international cooperation, identify potential synergies with MSCA, and enhance the effectiveness of bilateral and bi-regional R&I collaboration.

Policymakers
We provide evidence-based insights to those shaping research and innovation policy at national, regional, or EU Delegation level, including analysis of participation patterns, cooperation trends, and opportunities within bilateral and bi-regional policy dialogues.
